Coalition Against Abusive Lending
On December 4 the Coalition Against Abusive
Lending hosted a Statewide Anti-Predatory Lending Summit in Des
Moines. More than 120 people came to Des Moines to learn more about
the issue and discuss policy changes and other measures that could
be used to stop predatory lending abuses. The Coalition will be
meeting soon to review the recommendations from the summit to develop
a plan for moving forward.

In June 2004, Iowa CCI joined forces with
several groups across the state to form the Coalition Against Abusive
Lending. The coalition was formed address the bigger picture of
predatory lending. In addition to predatory mortgage lending this
includes payday loans, check cashing centers, rent-to-own centers,
high interest car loans, and Refund Anticipation Loans.
On June 23, a press conference featuring
Iowa Attorney General Tom Miller was held at the state capitol to
announce the formation of the coalition.
The coalition was formed to:
- to identify model state policies to
both address issues of predatory lending and to expand access
to responsible lenders by people with credit needs;
- to increase public awareness and public
education on predatory lending practices, including the need for
state policies to curb abuses;
- and, to develop dialogues and build
partnerships with other interested groups, including members of
the responsible lending community, to refine strategies and build
broad-based support for policy and practice change.
The coalition will conduct research, produce
reports, conduct community and regional meetings, and raise awareness
of policy solutions that both eliminate predatory lending and create
avenues to responsible lending for those who need credit.

for Community Improvement; Child & Family Policy Center; Cross
Ministries/Presbyterian Church; Fannie Mae, Iowa; Iowa Citizen Action
Network; Iowa Commission on the Status of Women; Iowa Community
Action Association; Iowa Human Needs Advocates; National Community
Reinvestment Coalition; Operation Threshold (Waterloo); Southern
Iowa Economic Development Association (Ottumwa); State Public Policy
Group; United Neighbors (Davenport); Upper Des Moines Opportunity
Community Action Agency (Storm Lake) and several other groups across
the state.
